Road design, education need more attention ANDREW KING
School principals have supported a call for lowering speed limits to 30km/h on surrounding streets. Papanui High School, Rangi Ruru Girlsโ School say speed limits should be reduced to keep students safe. It comes after the Green Party said last week that vehicle speeds around schools should be lowered, similar to the recent
central city changes. Green Party transport spokeswoman Julie Anne Genter said it would โsave livesโ but also encourage more students to walk and cycle. Last week the NorโWest News reported schools in the area had low numbers of students cycling. Papanui High School principal Jeff Smith (right) said a lower speed limit should be done as
soon as possible. โBeing close to Northlands [shopping centre] we have the issue of significant traffic flow.โ Any formal reduction of which vehicles were allowed around entries and exits to school would help support student safety, for both pedestrians and cyclists, he said. City councillor Ali Jones and community board member Aaron Keown have clashed once again, during a heated social media exchange. But both say their difference of opinion has not divided the Shirley-Papanui Community Board. Last week, the two squared-off on Facebook after Mr Keown said he was outraged over the city council putting a listening device on a residentโs property without their knowledge. But Cr Jones told off Mr Keown telling him it was a genuine mistake by a staff member. โFor Godโs sake Aaron. Stop crapping in your own nest . . . it should never have happened, itโs not policy for things like this to happen, all devices have been recalled, staff retrained. Apology has been made to residents. . .โ This is not the first time the two have clashed. Cr Jones slammed comments Mr Keown made on two separate issues in October: cycleways and sex workers. Mr Keown criticised the slow
progress of cycleways and the city councilโs lack of action around a bylaw requiring sex workers to be licensed. Cr Jones told the NorโWest News she had had enough with Mr Keownโs โgrandstandingโ. โI have put up with his BS for the last three years and I have had a gutsful of it,โ she said. In the post she tagged in fellow community board members, chairman Mike Davidson, Jo Bryne, and city councillor Pauline Cotter saying: โHere we go again!โ Inspite of this, board members assured the NorโWest News there
MAN ARRESTED A male in his late teens has been arrested in relation to the stabbing of two people on Warrington St, St Albans at about 3.30am on Saturday. There is no connection between the male and thepeople injured. The injured male has been released from hospital but the female is still in care after surgery. A knife has been recovered and no one else is being sought in relation to the incident.

A fire communications spokesman said the fire crew reported seeing five or six males running away from the scene as they approached.

This week I was thrilled to hear that a second petition has been launched to reopen the Burwood Birthing Unit after the Canterbury District Health Board closed it following the Valentineโs Day shake. Primary birthing facilities are important when it comes to women choosing where to have their baby. If women donโt want to have their baby at home or go into a full-on hospital situation (called a tertiary hospital), then a primary unit like Burwood is perfect. St Georgeโs is another hospital option, however, it is often full. The CDHB says women have the choice of Rangiora or Lincoln, which is up to 45min away and petrol isnโt cheap.
SOAP BOX Additionally, for women who want to be confident in their birthing plan, itโs a stressor they donโt need and goodness knows women particularly in the east have had enough to deal with over the last five years. Some choose Christchurch Womenโs Hospital as it is central but CWH is already dealing with thousands more women that it was built to cope with. Itโs also for women who may need extra resources (not cheap) which is why primary birthing units for well women who have had uncomplicated pregnancies are the best option โ health-wise and cost-wise. In fact, the CDHBโs website says: โWomen who give birth at home or in a birthing centre or small maternity unit are more likely to have a normal birth than those who give birth in hospital.โ If you donโt need to

No-one knows if, or when, a Christchurch primary birthing unit will go ahead, something previously supported by the CDHB. It was to be part of a new health hub on the site of the old Christchurch Womenโs Hospital. I must โdeclareโ that I have been working with the NZ College of Midwives as their media/PR adviser for more than 13 years but this soapbox is unrelated to that. I am a woman, a mother and I promote important womenโs issues whenever I can. I have an incredible passion for what the college and their members do, supporting women to bring new life into the world; itโs a profession and a part of the health sector that deserves far more respect than it gets. Actually women and mothers generally could do with a bit more respect, while we are at it.

Trike ride effort for Cotswold play area Cotswold Preschool and Nursery held their annual โtrike-a-thonโ to raise money for an upgrade of their outdoor play area. Community service recognised Nominations for the annual Community Service Awards and Youth Service Awards are open. This year Fendalton-Waimairi, Spreydon-Heathcote, RiccartonWigram and Hagley-Ferrymead wards are looking for community members who have spent their time volunteering in the area. The community boards want to recognise people for their community contribution, from coaching kids sports teams to

caring for community gardens. Each community board considers all the nominations put forward for the Community Service Awards and choose who they think is most deserving of the award. Riccarton-Wigram and Spreydon-Heathcote community boards also want to celebrate youth volunteering in the areas through the Youth Service Awards. The award focuses on
people under the age of 25 who have helped in their community. City council customer and community general manager Mary Richardson said it was the perfect opportunity to give recognition to those helping and expecting nothing in return. Applications for community service and youth service awards are available from city council libraries and nominations are open until April 8.
WOMAN COLLAPSED A woman was taken to Christchurch Hospital on Tuesday with moderate injuries after she collapsed in Edgeware. St John sent an ambulance to the scene in St Albans Park at 12.56pm. The woman in her 20s was taken to hospital for further treatment. NO STOPPING RESTRICTIONS APPROVED Traffic heading north at the intersection of Cranford St and Edgeware Rd will have longer to merge after changes proposed by city council staff were approved by the Shirley-Papanui Community Board. The changes will cost $17,000 and include the centre island being shortened and no stopping lines painted on both sides of Cranford St heading north. It will provide more time for vehicles to merge heading north. ALLEGED ASSAULT A man was taken to Christchurch Hospital with minor injuries after an alleged assault in Bryndwr last Tuesday. Police also attended the incident and St John sent an ambulance to the scene on Truman Rd around 9.45pm. The man was assessed at the scene but was taken to hospital for further treatment.
FUNDING APPROVED The Shirley-Papanui Community Board has approved a grant of $600 to help Papanui High School students Georgia Saunders, Jazmine Tufau, Jess Brocket and Emma Fellow attend the Secondary School Futsal Nationals. It also approved $300 for St Andrewโs College student Kate Elizabeth Cockerton-Holmes towards attending the New Zealand School of Dance National Scholar programme. TWO IN HOSPITAL AFTER CRASHES Two people were taken to Christchurch Hospital after two separate crashes on Thursday. A man in his 60s was taken to hospital with moderate injuries after a crash between two cars at the intersection of Logistics Drive and Sawyers Arms Rd. St John sent an ambulance to the scene around 9.30am. They assessed the man at the scene and took him to hospital for further treatment. A woman was taken to Christchurch Hospital with minor injuries after a car crash in St Albans. St John sent an ambulance to the scene on Westminster St around 3pm and took the woman in her 30s to hospital for further treatment.

Land-Rover stalwart keeps Fifty years ago Casebrook resident, and life member of the Canterbury Land Rovers Owners Club , David Harris took off in his Land-Rover with a bunch of other enthusiasts on a pioneering trip from Hawarden to Lees Valley. This year he did the same trip with the same club โ he was the only original. He talks to Andrew King Hi David tell me where you grew up? I was born and bred here in Christchurch and I am still here. We moved to Parnassus for 1218 months for work but I have been here most of my life. I am now retired but I was a joiner by trade. I still do a bit of it every now and again. What high school did you go to? I went to Papanui High School. It was a good school, no problems. Do you still catch-up with your old mates from school? Unfortunately, most of them are no longer with us. I had a couple of relatives at school that I still see. Most of the people I get around with are from the

seven grandchildren. My sons have all been in and out of the club at various times. They all live here in Canterbury. We just welcomed another grandchild into the family before Christ-
mas. One of the grand-kids and my son were in at the same time giving us three generations in the club for a brief period. What do your kids do? My eldest son works at the
Air Force Museum, the middle son works at Fulton Hogan and the youngest owns his own company called Container Waste. Okay so the burning question, what is the attraction to Land-Rovers? Well I was always into my hunting and fishing so it was a natural choice of vehicle because they can get you that wee bit further than a normal car. I saw an ad in the paper to join a newly-formed Land-Rover club and thought that sounds a bit like me. The rest is history. When did you first take a drive in a Land-Rover? I brought my first one in 1963 when I was around 23. I did 100,000-odd miles in it. Toured the North Island in it. I brought it so I could get further into the hills or near lakes or rivers for hunting and fishing. I had it for 27 years. Then I got a Range Rover, which my wife, Gale, wrote off. How did she do that? She was just driving along and it tipped over, (laughing), but that is just what happens when you are out four-wheel-driving. Was that her first crash? Yes, first and only one.

club rolling for 50 years So tell me about the Canterbury Land Rover Owners Club, I hear you have been involved since the beginning? Well, we have just completed a trip we did 50 years ago when the club first started and I was the only one who was on both trips. The trip was from Hawarden and Lees Valley and was very difficult back then. It was real pioneering stuff. So how did if feel to get back up there 50 years later, did all the old memories come back? Oh yes, we were looking around and trying to remember all the old landmarks. We also did it on the 25th anniversary of the club. When we were up there this time I spoke to one of the farmers and he can remember, as a kid, us coming through their property. Which would have been a big deal for them back then. Where is the craziest place you have taken your LandRover? Well, I have virtually been through all the back country in the South Island. Central Otago is a beautiful place to get lost in. And the West Coast, that can be rugged (laughing). Having quite a lot of members we could

get all round the place with the contacts we had. We now have to sign waivers to go on property now, it has become a lot more complicated. I am not easily frightened. There are not many places I wouldnโt drive in, within reason. How many are in the club? We had 200 at one point which made us the biggest Land-Rover club in the country. But we lost a few after the 2011 earthquake for some reason so now we have between 140-150 still in the club. A lot of people wouldnโt
understand the physical nature of doing this kind of thing would they? No, you are not just sitting in a vehicle. You are using low range all the way up and down. You thrash around in the cab and take some pretty solid bumps sometimes. It is quite hard on the body. My newer vehicle has much nicer suspension. It is a mental game also, you have to pick you line and be smart about how you attack a hill or ridge line. I have learnt a few tricks over the years to keep myself out of trouble.
So how many made the reunion trip from Hawarden to Lees Valley? There were 17 vehicles and over 30 people so it was a big crew, which is good because you can help each other out and have fun together. Is it still just Land-Rovers? No, we changed that about 10 years into it. Now we have all types of vehicles. Did you have any positions in the club? Pretty much everything except for secretary (laughing), Iโm not much of writer. I have been
chairman, treasurer and been on the committee for years. I am just a member โ not. Thanks for having a chat with us David, when is the 50th anniversary of the Canterbury Land Rover Owners Club? It will be in July and we are hoping to get as many of the 1200-odd members we have a had over that time to come along. How are your roads being repaired? โข SCIRTโs repair programme is delivering functional and serviceable roads. โข The extent of road repairs varies from full reconstruction where there is extensive earthquake damage to isolated patch repairs. โข The result may look a little patchy, but will be done to a high standard and the Council will monitor the condition and prioritise further work as part of its maintenance programme. โข So far SCIRT has completed 83 per cent of its road repair programme. โข After SCIRT completes its work at the end of this year, the Christchurch City Council and NZ Transport Agency will continue road repairs in their programmes.

New approach to February 2016 quake claims The Earthquake Commission (EQC) will be drawing on lessons learned in previous Canterbury earthquakes to assess and settle claims from the February 2016 earthquakes. The plan is to speed up assessments, where possible, by calling customers to get all the information we need to desktop assess and cash settle their claim, EQC General Manager, Customer and Claims, Trish Keith says. โWe wonโt necessarily be sending an assessor to the home, except where there is extensive damage, the claim is complex or a customerโs circumstances require it. โEQC will cash settle most of the claims to enable customers to get onto repairs quickly. Weโre doing this because we are hearing from customers that their damage is largely cosmetic building repairs and contents,โ Mrs Keith says. For those customers already in the Canterbury Home Repair and land programmes who lodge new claims from the February earthquakes, EQC will deal with their claims at
the same time. In this way, EQC will not slow the existing work programmes down due to the new event. EQCโs approach builds on the lessons we have learnt from Canterbury, Cook Strait, and Eketahuna earthquakes. It also reflects that EQC already has a lot of information about Canterbury customers. โThe new process is being piloted with a small group of customers before EQC starts rolling it out in earnest, and early feedback has been very positive.โ Mrs Keith says. โWe can use information we already know about our Christchurch customers to make settling the latest claims smoother and faster,โ Mrs Keith says. โOur goal is to make EQC easy to do business with.โ There is still time for customers to lodge a claim. Customers whose home suffered damage in the 14 February earthquake have until 16 May 2016 to lodge a claim. The deadline for lodging a claim for the 29 February earthquake is 30 May 2016.

Drainage assessments underway EQC has started rolling out its assessment programme for sewer and stormwater pipes suspected of having earthquake damage. The programme is to ensure a consistent standard of assessment of all sewer and stormwater drains for drainage claims. Customers with unsettled drainage claims will be contacted progressively throughout 2016 to arrange an assessment of their drains, General Manager, Customer and Claims, Trish Keith says. The assessments will be carried out whether or not an inspection has been done
previously, at no cost to homeowners. The inspection programme will also include properties where new drainage claims are lodged during 2016. Assessment information has been provided in the past by drainlayers contracted by homeowners and EQC. The presentation and the level of detail provided varied significantly. In some cases assessments have not included a recommended repair strategy and estimated cost of repair. โThatโs meant that in the past weโve had to go back to drainlayers to get the level of information weโve needed to settle drainage claims, which has added unnecessary time and hassle for customers,โ Mrs Keith says. โThe new assessment process โ which was trialled successfully with drainlayers at the end of last year โ offers much more guidance for drainlayers. The new process should ensure the reports are consistent and capture all earthquake damage,โ Mrs Keith says.
โSome of Canterburyโs largest drainlaying firms, all of which are licensed with the New Zealand Plumbers, Gasfitters and Drainlayers Board, will carry out the assessments.โ The firms will have a certifying drainlayer โ the highest qualification available โ to oversee the work of licensed drainlayers. A CCTV recording of the inside of drains will identify any earthquake damage. This information will be used to develop a recommended repair strategy and estimated cost of repair. EQC will use all this information to determine cash settlement. โWe will provide additional support for customers who have a genuine need for help in hiring drainage contractors after they have received their cash settlement,โ Mrs Keith says. โIf further damage is discovered during the repair process customers can contact EQC. If we agree the damage is earthquake-related, an additional payment to cover extra costs may be made.โ

EQC was a major sponsor of the fifth Seismics and the City forum in Christchurch last Friday. The forum brought together public, private and community representatives to voice their views on Shaping Canterburyโs Future Now. This yearโs emphasis on collaboration, regeneration and innovation was reflected in the EQCโs contribution, including the participation of key speakers. Urban planner Dr Laurie Johnson (Pacific Earthquake Engineering Research Centre, UC Berkeley)
offered tangible cases of post-disaster downtown regeneration in other centres to stimulate discussion on realistic goals for Christchurch in the next five years. Dr Johnson has visited Christchurch many times since 2011. She said the great many aftershocks had โresetโ the clock for some parts of the community and its infrastructure time and time again, but that Christchurch people should take heart in the betterment and transformation taking place.
โHomes are not simply being patched up. There is a great deal of betterment going into the reconstruction of the housing stock, the infrastructure, and the commercial sector.โ Dr Johnson urged Regenerate Christchurch to continue to work toward completion of the vision that central Christchurch is a great place for work, living and play. EQC is working out the settlement amounts for around 4,400 customers who were told their properties qualify for Increased Liquefaction Vulnerability (ILV) land damage. โWe have made good progress so far but there is still more we need to do before we can start making any payments,โ says EQC Head of Canterbury Land Settlement, Keith Land. โThis work includes determining pre-quake property valuations and the amount of the reduction in market value for affected properties as the direct result of ILV land damage. We are also investigating whether some properties with ILV land damage can be feasibly repaired. In these cases, a settlement based on repair cost may be available.โ EQC expects to start settling ILV customers in mid 2016. โWe recognise that our customers have been waiting a long time for ILV settlements, but this is the first time this type of land damage has been recognised as insured damage, so the settlements involve ground-breaking work which takes time. โWe want to make sure we have robust valuation assessments in place and give our customers quality information,โ says Mr Land. Settlements for ILV land damage will be made by cash payment, which is how EQC has been settling all land claims to date. The cash settlement for ILV land damage will be based on one of two approaches: repair cost, or reduction in market value of the property due to ILV land damage โ also called Diminution of Value (DOV). โWe are establishing which properties can have their ILV land damage feasibly repaired, and which canโt, thereby require settlement on the basis of DOV. Itโs important to note that each property is considered on its own merits. Each property has unique characteristics, which means that one-size-fits-all or an automated settlement approach is inappropriate,โ says Mr Land. ILV land damage settlements on the basis of repair cost Where, for example, the house needs to be rebuilt, EQC will likely settle the ILV land damage on the basis of repair cost if: โ there is a feasible repair method for the repair of the ILV land damage on the property; โ the customer intends to carry out the repair within a reasonable period of time using that method; โ the land has not been sold since the earthquakes. ILV land damage settlements on the basis of DOV Based on what is known to date, EQC expects that most ILV properties will be settled on the basis of DOV. This is because there will generally not be a feasible repair to ILV damage where the house has remained in place after the earthquakes. Furthermore, if an ILV property was repaired or rebuilt without any repair of the ILV land damage, it is likely the settlement will be based on DOV. The settlement will also be based on DOV if the property has been sold since the earthquakes. โGenerally the DOV approach and settlements for what is another non-visible land damage type will be similar to how EQC is handling Increased Flooding Vulnerability (IFV) claims. โFor those properties where we are investigating settlement based on repair cost, we will contact customers in two monthsโ time to inform them of the potential to repair the ILV damage on the property, and see whether they intend to repair the land,โ says Mr Land. Samuel is now attending Auckland University
studying Engineering. Emma Richardson also achieved excellent results, receiving the Outstanding Top Scholar Award in New Zealand for Printmaking. She is now attending The University of Auckland Elam School of Fine Arts where she has embarked on a Bachelor of Fine Art.

Our Senior Boys A team finished 3rd in Division 1 and the Senior Girls B team finished 1st in Division 3. Congratulations to Harley Porter who competed in and won Gold at the Secondary Schools Under 19 Canterbury Triathlon Championships. He then went on to compete in the Under 19 South Island Secondary Schoolsโ Triathlon Championships held in Oamaru where he won a Silver. A fantastic achievement!

Our Burnside High School Athletics Day was held over two days in February. Two long standing records were broken on the day: Angus Bailey broke the Senior Boys 1500m which had stood since 1977 - his time was 4.07. Ryan Sutherland broke the 1981 record in the Juniors Boys 800m - his time was 2.09. Two other records were also broken on the day ; Cameron Clark broke the 2010 record for U14 Boys 3000m race - his time 2.07, and Charlotte Blair broke the 2014 Open Girls Steeplechase with a time of 8.12.

Will Hadfield was determined to come back from a second place to win the South Island Optimist Championships. The Medbury School pupil won the two-day regatta on March 12-13 in Dunedin. He was nervous on the first day because he was second at the Canterbury Championships the previous weekend to Charteris Bay Yacht Clubโs David Buchanan. โAfter coming second at the Canterbury Champs I was optimistic that I could win, however, there was some good

The second day saw the races abandoned because the wind did not fill in, and Will was named the overall champion. Will has been sailing Optimist regattas since he was eight. He will compete at the New Zealand Optimist Nationals in Kohimarama, Auckland which begins on Thursday.

Managing sugar, carbohydrate, fat and red meat intake takes serious effort and planning, but transforming your favorite recipes into more nutritious family meals may be easier than you realise. Adopting the blenditarian lifestyle is a simple solution to healthier eating. It involves, simply, blending mushrooms into meat to make every day dishes more healthy and delicious. Adding chopped mushrooms to ground beef at a ratio of at least 25 per cent
mushrooms can enhance the taste of dishes, deliver an extra serving of vegetables and beneficial nutrients, and trim total calories and fat intake. The key to blending is developing the perfect mushroom consistency. If using ground meat for tacos or burgers, chop mushrooms to mimic the familiar crumbled texture, using a knife and cutting board, food processor or vegetable chopper. For stews, halve or quarter mushrooms, or slice them to match strips of meat in fajitas or stir-fry. Practice your blending technique with these recipes and

MUSHROOM TACOS with SALSA VERDE Prep time: 10 minutes Cook time: 12-15 minutes Servings: 8
INGREDIENTS Tacos: 125g lean ground beef salt and pepper, to taste 375g white button mushrooms 375g brown button mushrooms 4 Tbsp olive oil
2 cups julienned sweet onions 1 Tbsp minced garlic 4 tsp ground chili pepper lime juice, to taste 1 cup shredded green cabbage 2 Tbsp chopped coriander 8 corn tortillas 4 Tbsp Avocado Salsa Verde (recipe below) 4 Tbsp Parmesan cheese, grated Avocado Salsa Verde: 1 large, ripe avocado, peeled, pitted and cut into 1/2-inch dice 1/3 cup diced tomato 2 Tbsp finely chopped onion 1/2 tsp seeded and minced serrano chili 1/2 tsp minced garlic
Heat saute pan over mediumhigh heat. Add ground beef; season with salt and pepper. Saute 3-5 minutes, or until golden brown. Chop mushrooms to size and texture of ground beef and saute in separate pan with 2 tablespoons olive oil 3-5 minutes. Combine mushrooms and meat and set aside. Heat pan used for ground beef over medium-high heat. Add remaining olive oil and onions; saute until golden brown. Add garlic and cook until fragrant. Add mushroom and beef mixture and chili pepper. Saute 2-3 minutes, stirring frequently. Adjust seasoning with salt, pepper and lime juice. Toss shredded cabbage with salt, pepper, lime juice and coriander. To make Avocado Salsa Verde, combine all salsa ingredients and refrigerate at least 1 hour. To serve, place 2 tablespoons shredded cabbage on tortilla and top with 2 tablespoons of mushroom and beef mixture. Top with 1 tablespoon Avocado Salsa Verde and sprinkle with Parmesan cheese.

Rural life on Daniels Rd MURRAY WILLIAMS, PAPANUI HERITAGE GROUP
Daniels Rd is now a typical residential suburban street. Seventy years ago it was semi-rural and unpaved, with only six houses in the street that had first been mentioned in local directories as early as 1901. In 1946, Sue Winterโs family (her parents and five children) had moved onto a small seven-and-a-half acre dairy farm at what was then 40 Daniels Rd. Sueโs earliest memories were of the primitive nature of the house on the property. She remembers that โwater had to be boiled in the copper and carried through to the old tin bath.โ The first time the plug was pulled, the water ran straight under the floor. It was not surprising that the house was damp and that she and her brother both developed bronchial complaints. Sueโs father leased more land from his neighbours; this effectively more than doubled the size of the farm. These paddocks were covered in thistles and

the older children were called on to spend their school holidays attacking this unwanted crop with sickles. Farm production was diversified by growing cauliflowers on a large scale. Sue recalls that โwe had to snap the top leaf and fold it over the cauli head to prevent it going yellow in the sun.โ Later we had to cut them and load them for the market. โI used to drive the tractor when I was very young,โ she said. The small farm was also as self-sufficient as
possible. Fowls and ducks were kept, Sueโs mother was famous for her duck egg cream sponges, and the fruit from a large number of trees was bottled. Initially, the farm was part of the town milk supply system but in 1955, her father purchased a herd of saanen goats. Their milk was sold to those who were allergic to cow milk and to others who had asthma or eczema. Sue recalled that the goat milk was never formally marketed but that word of mouth was sufficient to attract customers. Sueโs father later took a part time job at the Sanitarium factory in Papanui to supplement the farming income. Sue has mixed feelings about being brought up on the farm. She reflected that when her classmates at Papanui Primary School discussed the exciting places and activities they had enjoyed in the long Christmas break, that โI sat quietly listening as I had nothing to contribute.โ โWe did not do holidays or outings,โ she said.
